Nv regs say a casino must keep a sufficient bankroll to take care of normal wins, losses, bills, payroll etc. The size of the bankroll is determined by the number of slots, tables, limits, etc. If the bankroll falls short, gaming will close the casino or appoint an approved operator. This has happened many times.
I firmly believe that any casino in the US that tries to stop you from taking chips is trying to obey, to the letter, Federal laws governing the issuance of currency. Chips and tokens are currency issued for one paticular address. This is what makes them legal.
