I'm not all that familiar with e-by auctions, but would it be possible for those collectors who are familiar with the procedures to submit identical lots for sale at Paulson's prices or even $1 per chip minimum bid to counter these fantasy chip offerings? If dozens of collectors who do post items for sale in e-bay auctions would flood e-bay with similar chip offerings everytime there is a fantasy chip being offered, I think that might be a logical method of educating the uneducated chip buyers in these sales.
