Both Dr. Ken Craig and Dale Seymour tell me that it was a commemorative made by the artist in the 1920s. The engraver mounted his work in bezel keychains and sold them in the New Orleans area. I purchased this example from a gentleman living in St. Louis, who purchased it while stationed in New Orleans, in 1947. The example you see on page 193 of Dale's book is this one -- the only one recorded. Dale also shows a "fake" example of a recent creation which was listed in Gaming Archaeology Auction No. 5 (March 1993). That chip sold for $871 (and now is documented as a recent creation/suspected fake).
I'm glad you asked the question, Greg, because I cannot stress more that new collectors need to read as much as they can possibly read about our hobby.
The man I bought it from paid $5 for it in 1947.
